Waltham Forest needed to show action against the rising levels of anti-social behaviour in their borough. The Leader and CEX made a bold move by introducing Licensing for Landlords. Implementation across the whole borough needed to be implemented within six months and the service had to be digital by default. To meet these requirements Waltham Forest required a partner with a strong track record in delivering innovative change within complex organisations.

Cadence conceived an entirely original approach to attract a high level of adoption from landlords whilst being cost neutral for the Council. Some ‘out of the box’ thinking was needed. Working closely with Waltham Forest we designed, built and executed the digitised regulation services in a fast and cost efficient manner. Traditionally a new regulation would be implemented slowly and involve a new business unit, new processes and support functions to deal with the change.
The service delivered was easy for landlords to engage with and had low levels of avoidance. The regulation was implemented quickly with positive social outcomes and pays for itself. The Cadence methodology is now being adopted across other Waltham Forest projects and has spread to the surrounding governing bodies.
