The Defra network was facing a sizeable reduction in its annual operating budget. They were keen to explore all avenues for cost cutting without affecting delivery of its core functions. Its own efforts to share back office services across the network was met with significant resistance from its potential partner departments/agencies.

Believing that a shared approach was impossible, the department initially engaged Cadence to help deliver some internal cost savings. Working with the client and network agencies that had initially rejected a shared endeavour, Cadence defined an approach to sharing corporate services and a path to implementing it, which convinced them to proceed. This meant demonstrating that the eventual solution could work, could be implemented successfully and that internal concerns about service disruption during the transition could be overcome.
It took two years to fully implement the programme of change across the core department organisations. After the first full year of operation, the partner departments saved a total of 30% on their previous collective expenditure for the same services. Service levels improved and a staff attitude survey showed a significant increase in employee engagement.
